who are we?
Starfish Energy was born out of the idea of spiders and starfish as two opposing sides of the energy system. The old energy system is like a spider. It creeps its long legs into our homes and is dependent on its head, the centre of its neural network. "If you cut off a spider's head, it dies; if you cut off a starfish's leg it grows a new one, and that leg can grow into an entirely new starfish". The new energy system is like a starfish. Its distributed and it comes in packs of millions. We help societies get rid of their spider problems and grow packs of starfish.
Starfish Energy is a consultancy and think tank whose mission is to accelerate the energy transition in developing countries. We do this by applying action oriented research based on real life learning and capacity building. Our focus is on innovative energy policies, business models and financing mechanisms. We are strategically based in Berlin, the heart of the global energy transition, and Zagreb from where we focus on our core market in Southeast Europe and Western Balkans. We provide top quality advice to governments, municipalities, NGO's and companies.

Co-founder & CEO
Based in Berlin with frequent travel to Zagreb
Mak Dukan (M.Eng & M.Sc) is the co-founder of Starfish Energy. He is an expert on renewable energy policies and markets in South East and Central European countries and has worked on various policy related projects for Ecofys, Joanneum Research, IRENA, Austrian Development Agency, UNDP and EU funded research. Mak has significant experience in renewable energy potentials analysis and LCOE calculations, GHG emission reduction scenarios, coal phase out and policy design in the Western Balkan region. Besides this he has also worked on developing energy cooperatives and has significant hand on knowledge in working with communities. He has studied Material Flow Management in Japan and Germany (M.Eng & M.Sc), holds and degree in Economics from University of Zagreb (B.Sc.) and has taken multiple courses in public policy, economics and international relations at Georgetown University. He has been awarded the DAAD and Japanese government (MEXT) scholarships for his master studies. He is a Croatian national with fluent English and German language skills.

Based in Zagreb
Marko Dabetic is the CFO and co-founder of Starfish Energy and is based in Zagreb. He is in change of business operations including accounting, financing and legal matters. Also he is engaged in business development and negotiations with new clients/projects. Marko has worked with Mak on various elements of Starfish Energy projects, including the legal assessment of biomass energy due diligence studies and the assessment of costs of capital for solar PV and wind energy projects in Croatia. He holds a degree in law from University of Zagreb. He is a Croatian national with fluent English and basic German skills.

Based in Berlin
Hedviga Blazincic supports the content marketing, internet presence and social media side of things for Starfish Energy and is based in Berlin. She is also an workshop facilitator and trainer and has lead the development of the workshop for the Austrian Development Agency on capacity building for public officials in more efficient administration of renewable energy permits. She holds a degree in economics and business from University of Zagreb. She is a Croatian national with fluent English and intermediate German speaking skills
